Ta’awun dan Maqashid Syariah dalam Praktik Swadaya Masyarakat pada Perbaikan Jalan Poros Desa Kuajang di Tengah Efisiensi Anggaran Pemerintah

Budget efficiency policies constrain fiscal space for infrastructure development, while the need for safe roads remains urgent at the village level. This study examines the community-financed repair of the main road in Lemo Baru Hamlet, Kuajang Village, through the concepts of ta'awun, social capital, and maqashid al-shariah. A descriptive qualitative case-study design was employed. Data were obtained from field observation, an interview with the committee chair, licensing documents, the committee's accountability report, work-group records, and media coverage. The data were analyzed through condensation, display, and verification, supported by source triangulation. The initiative received formal approval from the subdistrict government, mobilized voluntary household contributions and public donations, and organized residents into eight rotating work groups. Total receipts reached IDR 112,500,000; expenditures amounted to IDR 109,140,000; and the remaining IDR 3,360,000 was reserved for maintenance. The work treated 330 meters of road. The initiative represents organized ta'awun, trust and reciprocity as social capital, and public benefit, particularly the protection of life and property. Community self-help did not replace the government's obligation; rather, it demonstrated state-community collaboration in addressing public needs under fiscal constraints.
